Introduction
As the broadening in the scope of its rules and recent rapid rise in membership demonstrate, the World Trade Organization (WTO) arguably has become the most successful international organization dealing with economic relations among nations. This success has, however, been accompanied by an increase in strains within the WTO and in outside pressures that challenge the long-run viability of the institution. This chapter briefly examines the nature of the major challenges that have arisen and discusses various proposals for successfully meeting them, including actions agreed upon at the November 2001 Ministerial Conference in Qatar launching the Doha Development Round.
The discussion focuses on six issues confronting the WTO that require attention by its members to ensure the continued effectiveness of the institution. They are:
The work ‘overload’ on WTO members and the WTO Secretariat brought about by the significant increase in recent years in the number and technical complexity of matters on which WTO rules have been negotiated and are currently being proposed
The deep dissatisfaction of the developing countries over the balance of gains and adjustment costs between developing and developed countries in recent rounds of multilateral negotiations, especially the Uruguay Round
The impact of recent WTO rules on domestic economic and social conditions that traditionally have been influenced mainly through domestic political decision-making processes

Introduction
More than twenty–five years ago, Avinash Dixit and Joe Stiglitz developed a simple model for addressing imperfect competition and increasing returns (ICIR) in a general equilibrium setting. Its first application, in Dixit and Stiglitz (1977), was to an issue that now seems rather banal – whether the free markets produce too many or too few varieties of differentiated products. But ICIR considerations are so crucial to so many economic phenomena, and yet so difficult to model formally, that the Dixit–Stiglitz framework has become the workhorse of many branches of economics. In this chapter, we present one of its most recent, and most startling applications – namely, to issues of economic geography. While there are many models in this new literature, almost all of them rely on Dixit–Stiglitz monopolistic competition, and among these, the most famous is the so-called core–periphery (CP) model introduced by Paul Krugman, (1991a).
The basic structure of the CP model is astoundingly familiar to trade economists. Take the classroom Dixit–Stiglitz monopolistic competition trade model with trade costs, add in migration driven by real wage differences, impose a handful of normalisation, and voilà, the CP model! The fascination of the CP model stems in no small part from the fact that these seemingly innocuous changes so unexpectedly and so radically transform the behaviour of a model that trade theorists have been exercising for more than twenty-five years.

Introduction
Significant changes are taking place in the global trading system. The growing importance of regional trading arrangements is one such development, as indicated by the negotiation of the North America Free Trade Agreement, the enlargement of the European Community, and the revival of regional trading arrangements in Latin American and Africa. Another is the increased use of non-tariff measures to restrict trade, e.g., the voluntary export-restraint agreements in steel, automobiles, and machine tools, the price fixing agreement in computer chips, and the anti-dumping and countervailing duties imposed on a wide range of products, coupled with the greater difficulty of securing trade liberalization through multilateral negotiations, such as the Uruguay Round. Using the threat of closing one's own markets as a means of opening foreign markets is still another major change, as demonstrated by the more frequent use of Section 301 of the 1974 Trade Act and the inclusion of a Super 301 provision in the 1988 Trade and Competitiveness Act.
This chapter relates these changes in trade policies to significant structural changes in world industrial production that have brought about a decline in the dominant economic position of the United States, a concomitant rise to international economic prominence of the European Economic Community and Japan, and the emergence of a group of newly industrializing developing countries (NICs).

Summary
The purpose of this chapter is to help explain why some children in high-risk circumstances develop more cognitive competence than would be expected considering their backgrounds. One of the factors, we believe, is a certain stress resistance in their families.
The sample of families that we are investigating includes some whose children may become school dropouts, delinquent, drug users, or pregnant within the next 5 years. We have, however, seen some high-risk families whose children appear to have escaped these outcomes. We shall report on the characteristics of these families that seem likely to prevent the poor outcomes that so often befall children in these neighborhoods.
Garmezy (1982) has stimulated great interest in the study of stress-resistant children. In our study we have been impressed by the fact that some high-risk families protect their children from the dangers that surround them. In these cases it seems to us that it is the families, rather than the children, that are stress-resistant. This is not to deny that there are factors in the children that help them resist the influence of a high-risk environment. Even if exposed to such dangers as drugs or alcohol, they are able to cope with them.
Proximal versus distal variables
One purpose of this chapter is to distinguish between stress-resistant children and stress-resistant families. In order to conceptualize this difference we need to recognize that risk variables differ from one another in the degree to which they directly impinge on the child. Social class, for example, is an important risk variable – we shall see later how powerfully social class predicts cognitive outcome. But social class does not impinge directly on the child.

TESTING TRADE THEORIES: A COMMENT
I have been asked to focus particular attention on Stern's paper. Stern has, I think, provided us with an excellent, comprehensive survey of trade theories, together with the results and the difficulties of testing these theories. I shall therefore limit my comments to some of the issues he raises concerning the directions in which we should now try to move on both the theoretical and empirical levels.
The present state of trade theory is far from satisfactory. Tests of the Heckscher–Ohlin factor-proportions theory have shown that, at least in its simple form, it does not perform very well in predicting the commodity composition and direction of trade. As yet, however, we do not have a well worked out theory to replace it. We have lots of bits and pieces with which to amend the Heckscher–Ohlin approach, but we do not know how significant each part is or how the parts are tied together. Consequently, most of us, in presenting the pure-theory side of trade to our students, still spend considerable time carefully building up the simple Heckscher–Ohlin–Samuelson trade model and then examining such theorems as the Stopler–Samuelson proposition, the Rybczynski effect, and the factor-price equalization theorem. The appeal of the model, of course, is that it enables us to relate price changes all the way back to the distribution of income.

While the problem of economic development long has been a standard topic for economic historians, it has not been until recent years that most other modern economists have displayed a more dian casual interest in this subject. Two sets of factors have been particularly important in stimulating this new activity. The first, of course, concerns the ever-increasing efforts being made to accelerate economic development in the so-called “backward” regions of the world. Since World War II a number of the countries in the economically backward list have received eitfier complete political independence or a much greater degree of freedom. And one of the major ways they are using this new freedom of action is to plan and undertake extensive governmental development projects. For rightly or wrongly most of these countries feel that their former rulers thwarted the type of economic development most beneficial to the native population, and they are almost fanatically anxious to remedy this condition.
